The year 2023 was a time of rebuilding and recovering from losses and disruptions caused by the COVID-19 pandemic, which increased the vulnerability and challenged the resilience of many countries to compound hazards (i.e., climate hazards, including cyclones, floods, heatwaves, droughts, fires, etc., intersecting with the COVID-19 outbreak). Countries’ experiences and learnings during this time further shed light on the value of end-to-end multi-hazard early warning systems with enhanced capacities in forecasting extreme weather events and deeper understanding of vulnerabilities of individuals, communities and societies, prompting the provision of reliable and targeted warnings and advisory.

This contributed to the sustained interest and demands from countries for capacity building across the five pillars of early warning value chain:

  1. Consolidation of data and models,

  2. Generation of multi-hazard early warning products,

  3. Translation of early warning products to information and advisory services,

  4. Communication of early warning information and advisories to institutional and end users in different sectors, and

  5. Integrating early warning information and advisories in plans and operational decisions.

Hence, RIMES ramped up activities to make up for the disruptions in its initiatives caused by the pandemic and to address residual as well as new needs and demands across these 5 pillars from its Member and Collaborating States.
