Background:   The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani.

 

Position Description:  The Hazard Risk Analyst - Hydrological Disaster consulting service is to support TNSMART. 

 

Contract Type: Full-Time Contract 

 

Duty station: TNSDMA office at Chennai, Tamil Nadu, India.

 

Skills and Qualifications: 

Knowledge

Doctorate or Master’s degree in water resources, civil engineering, environmental engineering or a closely related field.

 

Experience

Minimum of 5 years experience in working on hydrological modelling, hydraulic modelling, water resources management or urban flooding. Experience can be relaxed based on relevant expertise.

 

Skills and abilities

Efficient in hydrological/hydraulic modelling, GIS analysis, statistical analysis, strong report writing and organisational skills.

 

Personal qualities

Excellent interpersonal skills; team-oriented work style; pleasant personality; strong desire to learn and undertake new challenges; a creative problem-solver; willingness to work hard; interest and experience in working in a multicultural environment.

 

Contract Duration

The contract will be for 1 year, subject to a 6-month probationary period, and annual performance review

 

Major Duties and Responsibilities:

Hazard risk analyst - Hydrological disasters will report to Head - Hydromet, with supervision of the [Project coordinator], and in coordination with others in the Team, and shall have the following specific tasks: 

  • Create a Database of the past events of Floods and Flood Risk Mapping 

  • Preparation of Comprehensive Flood Mitigation Plans with River Basin Approach

  • Customize hydrological models for selected river basins in state for flood forecasting

  • Dynamic Hazard Risks and Vulnerability Analysis for the State in respect of Fluvial/Pluvial Floods, Flash Floods, Storm Surge induced flooding, Breaching of Rivers, Canals, and Tanks Sea Erosion, Sea Water Incursion with GIS Mapping

  • Scrutinising Detailed Project Reports from Departments and Local Bodies

  • Assisting Scenario Based Emergency Response Planning for flood, cyclones, and storm surges.

  • Quality Control, Monitoring & Evaluation of Mitigation Projects.
