Background:   The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009 and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani.

 

Position Description:  The Meteorologist shall provide technical guidance and inputs to the design and development of software applications and programs for National Meteorological and Hydrological Services (NMHSs) and sectoral users. In addition, he shall lead the development and refinement of RIMES’ regional forecast models, products and services through continued research, stakeholder collaboration and knowledge sharing among RIMES technical partners and stakeholders.

Skills and Qualifications: 

Knowledge

Doctorate or Master’s degree in meteorology, atmospheric science, or a closely related field.

Experience

Minimum of 2-3 years experience in related field.

Skills and abilities

Certificate courses in atmospheric physics, dynamics, thermodynamics, climatology, satellite meteorology, and other relevant subject. 

Competence in using computer software for data processing and analysis is necessary. This may include software for visualisation, statistical analysis, and geographical information systems (GIS).

Personal qualities

Excellent interpersonal skills; team-oriented work style; pleasant personality; strong desire to learn and undertake new challenges; a creative problem-solver; willingness to work hard; interest and experience in working in a multicultural environment.

  Good communication (written, verbal, and presentation) skills in English

Major Duties and Responsibilities:

 

  • Comprehending the basic principles of atmospheric physics and dynamics is crucial. Applying mathematical and statistical methodologies to examine data, simulate atmospheric phenomena, and formulate forecasts. Proficiency in data analysis is necessary.

  • Evaluate the multiple data accessible at IMD & NCMRWF to design and improve weather and climate decision support systems.

  • Customize and optimize model configurations to meet specific forecasting needs. Develop scripts and tools to automate data processing and model output analysis.

  • Establish and improve data assimilation techniques to incorporate diverse observational data into meteorological models. Assess the influence of different sources of data and assimilation techniques on the precision of forecasts.

  • Monitor real-time weather conditions and update forecasts as needed. Analyse meteorological data from various sources including satellites, radar, and surface observations.

  • Conduct research to improve understanding of atmospheric processes and model physics. Participate in scientific conferences, workshops, and training sessions.

  • Strong programming skills in languages such as Python, Fortran, or R. Familiarity with meteorological software and tools (e.g., WRF, ECMWF models).

  • Hazard Risk Vulnerability Assessment and Risk Mapping of Floods, Cyclone, Droughts, Landslides, Lightning, Heat Waves, Earthquake Micro Zonation, Sea Water Incursion, River Erosion, Sea Erosion, Crop Inundation and CBRN hazards.

 

  • To support in technical teams developing systems and modules utilizing the latest technological advances, building on the existing mechanisms to enable MHEWC to access, analyse and process all required data and information from various sources in the state, country, region and globe for proactive management of disasters in Tamil Nadu & Odisha.

  • Create an integrated solution for comprehensive risk management for all hazards in Tamil Nadu & Odisha addressing sectorial risk management decision-making for all sectors that are sensitive to weather/ climate and other disasters.

  • Collect relevant data required for the system development from various stakeholders, perform data quality checks, prepare them in appropriate geospatial data format and integrate them into the systems. 

  • Geo-reference the vulnerable locations of pilot districts in Odisha & Tamilnadu and integrate into the web tool. 

  • Collate past disaster data and identify hazard triggers that turns hazard into disasters in vulnerable areas of Odisha & Tamil Nadu. 

  • Assess forecast based disaster risk in vulnerable areas and ways to formulate response planning with emergency database. 

  • Assist in providing technical support to the development team and in preparing technical reports and outreach materials. 

  • Identify range of digital geospatial forecast products for heavy rain, flood, cyclone, forest fire, drought, tsunami, swell waves, and integrate these products into the web tool.

  •  Utilize the domain knowledge, modelling skills and assist in the system implementation plan.

  • Provide meteorological expertise and support to various stakeholders including government agencies, emergency services, and the public. Prepare technical reports, research papers, and presentations.

  • Strong analytical and problem-solving abilities. Excellent communication and teamwork skills
