Position Title: Finance and Admin Officer (Bangladesh National)

Background:
The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani, Thailand.
Position Description:
The Finance and Admin Officer is responsible for preparing financial reports and maintaining records of assets, liabilities, revenue and expenditure, payments and other financial activities. The Finance and Account Officer conducts regular checks of the internal controls, leads the preparation of the monthly accounts closure of the operation, and ensures that disbursements are in accordance with the budget and the RIMES Financial Rules.
Duty station:
Department of Disaster Management (DDM), Mohakhali, Dhaka, Bangladesh. RIMES has right to change duty station whenever necessary.
Type of Contract: Full-Time Contract
Minimum Qualifications:
Education and Experience:
Completion of bachelor’s degree in Accounting or Finance coupled with a minimum of 3 years of progressively responsible professional experience in the fields of accounting, finance, and budgeting.
Proven work background gained from reputable audit firms, government organizations, international organizations, or donor organizations.
Desirable
Knowledge of international donor agency requirements and regulations
Knowledge of govt procurement system and other govt rules and regulations
Personal Qualities
High level attention to detail and accuracy
Flexible, reliable, creative, responsive, able to take initiative, open to learning
Willing to demonstrate, apply and share expert technical knowledge across the organization
Able to work independently and multi-task and meet deadlines.
Qualifications and Technical Skill
• Knowledge of accounting principles, procedures and standards.
• Ability to prepare and maintain the full set of accounts
• Knowledge and hands on experience with Accounting Software
• Fluency in oral and written English and Bengali
• Proficient in Microsoft Excel, word and power point
Major Duties and Responsibilities:
Finance and Accounting
• Prepare expenditure plan based on project implementation plan
• Prepare vouchers for payment and entry in Ledger or software
• Maintain necessary liaison with Govt., other donor organization and Bank. .
• Prepare monthly bank reconciliation statements.
• Update the books of accounts on regular basis.
• Preserve invoices/vouchers in safe place.
• Maintain the financial transaction on daily basis and report to the supervisor accordingly.
• Conduct all types of banking activities.
• Assist the Project Manager in overall planning, budgeting and implementation of the project activities.
• To prepare budget breakdown as per approved project budget head.
• Maintain the cash book, stock book, Inventory, asset and other required registers properly and timely in effective manner.
• Lead and resolve the all financial issues.
• Preparation of monthly, quarterly and annual financial reports.
• Prepare and coordinate financial audit. Ensure timely and effective follow up to audit observations and recommendations
• VAT & TAX payment and disburse advances as per policy.
Procurement:
• Assess the procurement needs, formulate procurement plans, draft specifications, and initiate the procurement process.
• Aid in the preparation of procurement/tender documents for Purchase Requests (PR), Request for Quotations (RFQs), Request for Proposals (RFPs), Purchase Orders (P.O.), etc.
• Evaluate tender and quotation documents as required, ensuring a thorough examination of the proposals received.
Administration
• Supports country office by screening, testing, and interviewing applicants.
• Support maintaining banking, petty cash, and others financial activities as per organizational policies and practices.
• Sets up and schedules complicated meetings for interviewees, hiring managers, employees, and department heads.
• Ensure proper and complete documentation and filing for easy retrieval of all accounting related documents
Expected Outputs:
o Monthly progress reports on assigned tasks
o Project deliverables according to timeline agreed with immediate supervisors
Reporting to:
Country Program Lead Bangladesh through Senior Finance Officer
Contract Duration:
The contract will initially be for one year and will be extended upon satisfactory completion of 120 days probationary term and each annual performance review.
