Position Title:  Solution Architect (Tamil Nadu)

Background:   The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES operates from its regional early warning center located at the campus of the Asian Institute of Technology in Pathumthani.

Position Description:  The Solution Architect is responsible for designing and implementing robust, scalable, and secure IT solutions to support RIMES’ disaster risk management and early warning systems. This role requires a deep understanding of architectural principles, design patterns, and integration techniques, along with the ability to analyze complex technical requirements and develop innovative solutions. The Solution Architect will be involved in all phases of the project lifecycle, from initial analysis and design through to implementation, maintenance, and continuous improvement.

Duty station: RIMES Regional Facility, Tamil Nadu Office, Tamil Nadu, India.

Minimum Qualifications:

Knowledge:            

  • Bachelor’s degree or higher in Computer Science, Information Communication Technology, or related fields.

  • In-depth understanding of architectural principles, design patterns, and integration techniques.

  • Familiarity with cloud computing platforms (AWS, Azure), databases, and programming languages.

Experience:            

  • Minimum of 3 years of experience in software development, system design, or architecture roles.

  • Proven experience in designing and implementing complex IT solutions, including data integration and management systems.

  • Experience with agile methodologies and project management practices.

  • Demonstrated experience in conducting security audits, performance tuning, and system optimization.

Skills and Abilities: 

  • Strong technical skills in programming languages (e.g., Java, Python), databases (e.g., SQL, NoSQL), and cloud computing platforms.

  • Proficiency in architectural frameworks and tools (e.g., TOGAF, UML).

  • Excellent communication, collaboration, and leadership skills.

  • Ability to analyze complex technical requirements and develop innovative solutions.

  • Certifications such as AWS Certified Solutions Architect, Microsoft Certified: Azure Solutions Architect, or TOGAF (optional but beneficial).

Personal Qualities:

Major Duties and Responsibilities:

System Analysis and Design:

  • Conduct thorough analysis of technical requirements, existing systems, and state government needs.

  • Design and document the overall system architecture, including component interactions, data flows, and integration points.

  • Evaluate and select appropriate technologies, platforms, and tools to meet project goals.

Development Oversight:

  • Provide technical guidance and oversight throughout the development lifecycle.

  • Ensure the scalability, performance, and security of the system architecture.

  • Identify risks, issues, and potential bottlenecks and propose mitigation strategies.

Security and Maintenance:

  • Conduct security audits, implement SSL, and address other vulnerabilities and attacks.

  • Maintain and manage all available laptops, computers, and other technical equipment, ensuring hardware and software are functioning optimally.

  • Provide inputs to secure the server and maintain system integrity.

Technical Procurement:

  • Involve in the technical procurement process for video screens, display units, laptops, and other electronic items to establish the technical cell.

  • Ensure that procured items meet the technical specifications and project requirements

Others:

  • Collaborate with stakeholders, including business analysts, developers, and project managers, to gather input and ensure alignment.
  • Develop and deliver training programs for RIMES personnel on system architecture, security, and maintenance.
  • Provide technical assistance and mentoring to local organizations and government agencies to strengthen their IT capacities.
  • Any other relevant work assigned by Head of Department Hydrology

 

Immediate Supervisor: The staff shall report to Head of the Department of Hydrology and work closely with the Technical Team and Project Team.

Duration: The position is offered for a duration of 1 year. The contract may be extended based on performance, funding availability, and project requirements.

Probationary period: The probationary period for this position is 6 months. The staff's performance and fit for the role will be evaluated. Successful completion of the probationary period will be determined based on demonstrated competence in executing the major duties and responsibilities, as well as adherence to RIMES policies and professional conduct standards. If the staff does not pass the probationary period due to insufficient competence, misconduct, or severe breaches of policy, immediate termination without notice may be enforced as per RIMES’s disciplinary procedures. The evaluation during the probationary period will include regular feedback sessions, performance reviews, and assessments of the staff's ability to integrate with the team and meet the expectations of the role.
