Background:                The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia 

                                    (RIMES) is an international and intergovernmental institution, owned and           managed by its Member States, for the generation and application of early warning     information. RIMES evolved from the efforts of countries in Africa and Asia, in          the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early      warning system within a multi-hazard framework for the generation and  communication of early warning information, and capacity building for   preparedness and response to trans-boundary hazards. RIMES was established on        30 April 2009, and was registered with the United Nations on 1 July 2009. RIMES          operates from its regional early warning center located at the campus of the Asian          Institute of Technology in Pathumthani.

Position Description:   The Procurement Assistant will be leading the efficient management of procurement processes of the Risk Knowledge Application (RKA) Department, including the introduction and implementation of sourcing strategy and market scoping, that are responsive to RIMES Procurement Manual and the UN Procurement Manual.

Duty station: RIMES Regional Facility, Tamil Nadu Office, Tamil Nadu, India.

Minimum Qualifications:

Education: 

  • A Bachelor’s degree in Business Administration, Public Administration, Finance, Accountancy, Economics, or any related field, 

Experience: 

  • At least five (5) years of combined national and international experience in procurement management; experiences in International Procurement processes will have an advantage
  • At least three (3) years of experience with complex and/or high-value procurements

Skills and Abilities:

  • High understanding of the Internaitonal procurement processes 
  • Excellent critical thinking, problem-solving, and planning skills
  • Strong communication,  interpersonal, and writing skills
  • Ability to work amicably in a multicultural and multidisciplinary work environment
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web-based management systems

Language: 

  • Excellent knowledge of English (both oral and written)

Major Duties and Responsibilities: 

  • The Procurement Assistant, reporting to the Early Warning Systems Specialist with line reporting to the Head of Operations Support, shall lead and oversee the procurement of goods, services, and works and provide solutions to a broad spectrum of complex procurement-related issues. Specifically, he/she shall:

  • Review and comment on the requisitions, procurement plans, and technical specifications prepared by the technical and administrative staff, ensuring that related responsibilities are adequately designated and that the time and resource estimates are sufficient;

  • Lead in conducting market assessment, analysis of statistical data, market reports, and latest developments for procurement of goods, services, and works, including the preparation of market scoping report;

  • Prepare procurement strategies and source selection plans to ensure efficient and effective achievement of procurement goals, including the criteria for technical and commercial evaluation, price schedules, evaluation reports, quality assurance mechanisms, risk assessments, and mitigation plans;

  • Lead the prequalification process, including the request for expression of interests, when necessary;

  • Finalize the solicitation documents where procurement data is complete and accurate, and any technical issues are resolved in coordination with relevant technical staff;

  • Ensure that the solicitation documents are published and disseminated on websites, social media, and other outlets; 

  • Act as a focal point for coordination and communication with potential bidders/suppliers;

  • Lead the bid opening, prequalification exercises, and commercial evaluation, including the preparation of the minutes of the bid opening, the bid evaluation report, and other procurement related reports;

  • Ensure that contract administration is efficiently carried out and the procurement records are diligently updated;

  • Provide consultation on procurement processes to RIMES staff who experience difficulties throughout the procurement chain; and

  • Ensure transparency, accountability, and efficiency in all procurement processes in compliance with RIMES Procurement Manual and the UN Procurement Manual.

 

Contract Duration      The contract will be for 1 year, subject to a 6-month probationary period. Renewal of contract is subject to annual performance review.
